Are these the highest quality throwbacks that are made? Compared to the different levels of the current jerseys (game, elite).

No they are not the highest quality made. The proper M&N jerseys they made up until recently were far better in terms of accuracy. This style of jersey are comparable to the current limited jerseys and the price reflects that. The original M&N jerseys were $300+ but were comparable to the current Elite jerseys.
